Dr. Elaine Reynolds, professor of history at William Jewell College, has co-authored an article entitled “Politicians, Parishes, and Police: the Failure of the 1812 Night Watch Bill,” which has been accepted for publication by the British journal Parliamentary History.

The article details the events following an infamous 1811 crime spree in which two British families were brutally murdered in London’s East End.

“Under pressure from the panic and public outcry that followed, the British government proposed a measure of reform for local parish night watch forces,” Dr. Reynolds said. “However, by the time the Night Watch Bill of 1812 came up for a vote, the supporters of local policing and those suspicious of central government authority combined to defeat it. The article looks at this process of failure as a way to understand the dynamics between local and central authority in early nineteenth-century Britain.”

Dr. Reynolds is the author of the 1998 book Before the Bobbies: The Night Watch and Police Reform in London, 1720-1830 (Macmillan and and Stanford Univ. Press). She is currently working on another book that will take a comprehensive look at policing in 18th-century London.

Dr. Reynolds, who resides in Liberty, joined the William Jewell faculty in 1986. She received her B.A. from State University of New York-Buffalo and her M.A. and Ph.D. from Cornell University. She has completed additional study at Exeter College of the University of Oxford. Dr. Reynolds lives in Liberty.
